Skills Development Learnerships is a priority element under the Amended B-BBEE Codes and measures the extent which entities carry out initiatives designed to develop the competencies of black employees and black people, internally and externally – i.e. learnerships and training programs.
The compliance targets
- Skills Development Expenditure on Learning Programs for black people as a % of the leviable amount
- Skills Development Expenditure on learning programs for black people disabilities of the leviable amount
- Number of black people participating in Learnerships, Apprenticeships and internships as a % of total employees
- Number of black unemployed people participating in training as a % of total employees
- Number of black people absorbed by the measured entity at the end of the Learnership programs
Key measurement principles
The following criteria must be fulfilled in order to receive points on the scorecard:
- Workplace Skills Plan and Pivotal Report which are SETA approved
- Implementation of Priority Skills program generally and more specifically for black people
- The 6% compliance target for Skills Development Expenditure on Learning Programs specified in the Learning Program Matrix for black people as a % of the leviable amount includes external training expenditure for unemployed black people
- A trainee tracking tool has to be developed in order for the measured entity to score bonus points
